Abstract

E-purchasing in Gorontalo Province still faces challenges in its implementation, which is mainly influenced by implementation barriers and the potential for fraud. The lack of research regarding the effectiveness of procuring goods/services via e-purchasing is a significant issue. This research uses a juridical-normative approach with comparative and conceptual methods to reveal that the e-purchasing system in the province is not fully optimal. The implications of this include the potential for price fixing, bribery, fictitious transactions, administrative malfeasance, and inefficiency. This study highlights several critical issues, including the potential for price fixing by Commitment Making Officials (PPK) and providers, the potential for bribes and gratuities, fictitious transactions, maladministration or negligence in negotiations, non-compliance with product specifications, as well as the possibility of price overruns, waste and inefficiency in procuring goods/services via e-purchasing in Gorontalo Province.
